NTE needs to be hard limit that will not allow billing beyond without an override. Some clients may allow a bill beyond limit due to additional services but most require a formal contract amendment (i.e. change order or ASR approval) before allowing extras to be billed.

DC: If I have a project that is NTE $30k, is it possible to get a notification when the (Invoiced + WIP) is approaching a % of my NTE amount?

PF: A budget threshold in both lump sum and rate projects. If the threshold is exceeded, some sort of notification is splashed on the screen and needs to be approved by the project manager.
